USACE supports Army military construction and a nationwide civil works mission. NAVFAC supports Navy and Marine Corps shore facilities, base operating support, and expeditionary engineering. Under DoD Directive 4270.5, both are designated DoD construction agents. USACE typically designs and constructs Army facilities. NAVFAC typically designs and constructs Navy and Marine Corps facilities. Air Force and Defense Agency work is often assigned to one of those two agents when that is the most efficient path.

What is USACE?
The U.S. Army Corps of Engineers is a military and civilian engineering organization that delivers public engineering services in peace and war. According to the USACE About page, the Corps has about 37,000 civilian and military personnel and works in more than 130 countries. Its motto is “Building Strong.”
USACE is older than the Department of Defense itself. The Corps traces to 1775 and became a permanent branch in 1802. That history still shows up in how the agency is organized. It is not only a military construction office. It is also the federal engineer for much of the nation’s water infrastructure.
What does USACE do?
USACE builds and maintains military facilities where Soldiers train, work, and live. It also dredges waterways, reduces flood and storm damage, restores ecosystems, operates hydropower, and supports disaster response. Civil works is the piece many contractors forget when they hear “Corps of Engineers.” USACE owns or operates hundreds of dams, maintains thousands of miles of navigable channels, and supports hundreds of harbors. That work sits beside barracks, training complexes, medical facilities, and airfield projects. Military construction under USACE follows the same federal planning spine as other DoD work: DD Form 1391 development, authorization and appropriation, then design and construction through a district. How is USACE organized?
USACE is organized as headquarters, divisions, and districts. A Congressional Research Service review of Corps organization reports nine divisions and 44 districts, with most of the workforce civilian. Districts are where contractors actually compete, submit, and get paid. Some districts are civil works only. Others run both civil and military programs. A few, including overseas districts, focus on military and international support.
That district model matters more than the headquarters org chart. Louisville District does not buy the same way Honolulu District does. Small business outreach, IDIQ vehicles, and technical reviewers are local. USACE publishes a contractor roadmap for doing business with districts and centers for that reason. If you treat “the Corps” as one contracting office, you will miss the office that actually owns the requirement.
What is NAVFAC?
NAVFAC is the Naval Facilities Engineering Systems Command, the Navy SYSCOM that delivers life-cycle technical and acquisition solutions for shore facilities, base operating support, and expeditionary engineering. The NAVFAC About Us page states that work is aligned to Fleet and Marine Corps priorities. Headquarters is at the Washington Navy Yard.
The command was renamed in November 2020 from Naval Facilities Engineering Command to Naval Facilities Engineering Systems Command. The name change was meant to reflect a systems role, not only a construction-office role. Planning, design, construction, public works, and expeditionary support sit under one command.
What does NAVFAC do?
NAVFAC plans, designs, builds, maintains, and recapitalizes the shore plant that keeps the Navy and Marine Corps ready. That includes piers, dry docks, hangars, utilities, housing, training facilities, and environmental work on Navy and Marine installations. It also covers base operating support and expeditionary engineering, not only vertical construction.
NAVFAC’s core directorates include Planning, Design and Construction; Public Works; and Expeditionary. Specialty centers include the Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, California, and the Navy Crane Center in Norfolk, Virginia. The command also provides program management for the Naval Construction Force, the Seabees.
The dollar volume is large. NAVFAC’s senior civilian leadership oversees more than $16 billion a year in construction, engineering, and contracting for shore infrastructure, ocean facilities, and expeditionary engineering logistics. Contractors feel that scale in MATOCs, public works contracts, and design-build packages that span an entire region rather than a single building.
How is NAVFAC organized?
NAVFAC executes through two echelon II commands, NAVFAC Atlantic and NAVFAC Pacific, plus regional Facilities Engineering Commands (FECs). On the installation, construction is usually overseen by a Facilities Engineering and Acquisition Division (FEAD) or a Resident Officer in Charge of Construction (ROICC), working with the Public Works Department.
That is the NAVFAC equivalent of a USACE resident office, with a Navy flavor. A ROICC is a forward construction and contracting element. It handles quality assurance, safety compliance, cost and schedule control, and often administrative contracting officer functions. USACE vs. NAVFAC as DoD construction agents
DoD Directive 4270.5 is the policy that names USACE and NAVFAC as the primary DoD construction agents. The Army uses USACE for design and construction of military facilities. The Navy uses NAVFAC. Defense Agencies and DoD Field Activities use USACE or NAVFAC unless an alternate agent is approved. The Air Force normally uses USACE or NAVFAC for its annual military construction program.
In plain language: the using service does not always run the construction contract. A hospital on an Army post is likely a USACE district contract. A hangar on a Navy air station is likely a NAVFAC FEC contract. An Air Force project may be assigned to either agent. That assignment drives specifications, review timelines, software, and the face of the government in the field.
Both agencies use design-bid-build and design-build. Both buy through SAM.gov. Both use Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). The shared criteria library is why a NAVFAC spec book can look familiar to a USACE contractor, until the local clauses, submittal procedures, and construction-management system show up.
How contracting and field execution differ
The biggest practical gap in USACE vs. NAVFAC is not the UFC cover sheet. It is who administers the contract after award and which tools they use to do it.
Where you actually bid
USACE opportunities are issued by districts and centers. NAVFAC opportunities are issued by FECs, public works, and related contracting offices under Atlantic or Pacific. Market research has to follow that map. A Kentucky contractor chasing USACE work looks at Great Lakes and Ohio River Division districts. Small business strategy follows the same split. Both agencies have small business professionals, set-asides, and subcontracting paths. Neither treats a capability statement mailed to headquarters as a substitute for relationships at the district or FEC that will evaluate you.
Quality, safety, and daily administration
USACE construction is tightly tied to the Resident Management System (RMS) and the contractor Quality Control System (QCS). Daily reports, three-phase inspection, submittals, and pay activities live in that environment. NAVFAC uses its own construction management and quality processes through the FEAD or ROICC. The principles look similar: three-phase control, daily QC reporting, submittal discipline, partnering, and a Construction Quality Management backbone. The software, forms, and office culture are not identical. Teams that copy a USACE RMS workflow onto a Navy job, or the reverse, lose time in the first 30 days.
Safety is more shared than the software. EM 385-1-1 is the DoD construction safety standard both agencies expect on site. The Site Safety and Health Officer (SSHO), Quality Control Manager (QCM), and superintendent still have to be qualified, present, and independent where the spec requires it. Division 1 still runs the job
On both agencies, Division 1 (General Requirements) is where the project is actually managed. Submittal procedures, QC plans, scheduling, closeout, and payment rules live there. USACE and NAVFAC both use CSI MasterFormat Division 01, then layer agency and local requirements on top. Mission differences that change the work
USACE’s civil works mission has no NAVFAC equivalent at national scale. Dams, inland navigation, coastal storm risk, and large ecosystem restoration are Corps work. Those jobs bring hydrology, real estate, cost-sharing sponsors, and environmental compliance that look different from a barracks renovation.
NAVFAC’s expeditionary and shore-systems mission has no USACE equivalent in the same form. Waterfront structures, dry docks, under-pier utilities, and Seabee support are Navy problems. So is keeping a working installation online while you rebuild the plant that serves it. Laydown, outages, and force-protection rules on a Navy or Marine base can dominate the schedule even when the building itself is simple.
Both agencies operate worldwide. USACE districts support Army and other DoD work overseas and provide technical assistance to partners. NAVFAC supports the shore and expeditionary footprint that the Fleet and Marine Corps need outside the continental United States. International work does not erase the agency split. It usually sharpens it, because the supported command is still Army or Navy/Marine Corps.
What federal contractors should do with the USACE vs. NAVFAC split
Treat the two agencies as related but separate clients. Shared UFC language is not shared culture. Build capture, staffing, and QC plans around the office that will administer the contract.
- Identify the construction agent before you price the job. Army user plus USACE district is a different risk profile than Navy user plus NAVFAC FEC.
- Map the field office. Name the resident office, FEAD, or ROICC in your proposal and staffing plan.
- Staff the three key site roles with people who have that agency’s paperwork in their muscle memory, not only “federal” experience in general.
- Train the team on the construction-management system the agency actually uses. Do not wait until the post-award kickoff.
- Read Division 1, EM 385-1-1, and the QC specification as a set. That is where USACE vs. NAVFAC shows up in daily work.
